Two things changed how OneSignal bills.
From per-subscriber to per-MAU
In June 2024 OneSignal moved mobile billing from per-subscriber to per monthly active user for all new accounts. Existing customers were told they could stay on the pricing they signed up under — a promise worth checking at your next renewal.
You're billed for reach, not opt-ins
OneSignal bills an MAU as a Mobile Subscription with at least one session in your billing period — a subscription record, not a person, and opt-in status is irrelevant. One person on two devices counts twice. So the meter runs on app usage, not on your marketable audience: grow your DAU and the push bill grows with it, even for people who never got a notification.

The paid Growth plan starts at $19/mo base plus $0.012 per mobile MAU and $0.004 per web-push subscriber. At 100K MAU that's roughly $1,219/mo; at 1M MAU roughly $12,019/mo. The free plan is $0 with unlimited push subscribers but gates journeys, segments, data tags, and retention.
What is an MAU, and why does it matter?
OneSignal defines it as a Mobile Subscription with at least one session in your billing period — a subscription record rather than a person, counted whether or not that subscription is opted in. One person on two devices is 2 MAU. Because the meter tracks app usage rather than opt-ins, growing your active base grows the push bill even for people who never receive a notification.
Did OneSignal really change its pricing?
Yes — in June 2024 mobile billing moved from per-subscriber to per-MAU for new accounts. Existing customers were told they could remain on their original subscriber pricing; whether that still holds at renewal is worth confirming with your account manager in writing.
Is there a genuinely free alternative?
OpenPush is free to a million MAU per app and OneSignal-compatible, with a CSV importer that preserves subscription status. Delivery is free because APNs and FCM don't charge per message, and because there's no delivery network of ours in between to charge for — so there's no per-MAU meter to scale.
